    Building a Stronger California: Cutting Taxes, Creating Jobs, and Empowering Families

    California’s tax structure is one of the highest in the nation, punishing hard-working families and driving jobs and opportunity out of our state. My plan is clear: eliminate the state income tax for individuals earning up to $150,000 and for joint filers earning up to $250,000. This bold middle-class tax cut will put more money in the pockets of everyday Californians and Californian families— not bureaucrats. By reducing the burden on working families and small businesses, we’ll spark job growth, attract investment, and make California an engine of economic freedom once again.


    New small businesses will get relief by reducing the $800 minimum franchise tax to $500. Additionally, I will introduce targeted tax credits to encourage companies to invest locally and hire California workers. These smart reforms will attract employers back, grow our tax base, and help California lead in innovation once again—without raising taxes on families.


    With a new economic environment that prioritizes job creation and rewards hard work, we will build a stronger, more prosperous state where every Californian has a chance to succeed.

    To ease the cost of living and support working families, I will reduce the state gas tax—one of the highest in the country—and expand support for remote and hybrid work opportunities. By making it easier for people to work from home, we’ll not only reduce commuting costs and traffic congestion, but also lessen demand for fuel, which can help lower gas prices statewide.

    Funding State Services Post-Tax Cut: To prevent cuts to vital services, I will implement a pro-growth economic strategy that expands our tax base by fueling private sector growth and bringing jobs back to California. New revenue will come from increased economic activity—not from taxing families more — ensuring we can sustain important social services and safety nets.

    In addition, I will push for a two-year budget cycle—a proven reform that brings long-term planning, reduces waste, and ensures better use of taxpayer dollars. By thinking ahead and budgeting smarter, we’ll eliminate last-minute budget crises and bring stability to state finances.

    Tackling Homelessness: Dignity, Housing, and Opportunity for All

    On my first day as Governor, I will declare homelessness a public health emergency in the state of California. Homelessness has reached an unacceptable level in our state, with over 170,000 people living on our streets. Under my leadership, no Californian will be without a roof over their head. We will take a comprehensive approach to this crisis, addressing both the immediate need for housing and the long-term issues of mental health, addiction, and unemployment.

    • Stability First Model: We will focus on providing safe housing. However, we recognize that housing alone is not enough. Individuals struggling with drug addiction will first receive access to safe, clean, and effective rehabilitation programs to support their recovery. Those with chronic physical health issues or disabilities will receive proper medical care and, when needed, hospitalization to stabilize their conditions.
    • Maintaining Dignity Through Operations and Upkeep: Safe housing must remain safe. We will invest in the ongoing operations, maintenance, and staffing of lower-income and transitional housing—ensuring that all facilities remain clean, secure, and well-managed over time. Quality housing shouldn't just be built; it must be preserved.
    • Mental Health and Job Training: We’ll integrate mental health care, addiction recovery, and job training programs with housing, giving individuals the tools they need to rebuild their lives and not depend on welfare long-term.
    • Promoting Personal Responsibility and Economic Mobility: Subsidized housing and welfare should be a bridge—not a permanent lifestyle. Healthy and able-bodied adults w/o young or disabled dependents will be limited to a maximum of two years in subsidized housing, during which time they will receive support to find better-paying jobs, build savings, and transition toward independence. This policy will ensure that long-term welfare resources are preserved for our most vulnerable populations: the elderly and the disabled.
    • Preventing Homelessness Before It Happens: No one should lose their home due to a temporary crisis. We will establish a statewide "Keep People Housed Fund" that provides rent or mortgage support before someone is evicted or foreclosed on. This fund will be immediately available to individuals who lose their job or face a qualifying emergency and cannot afford their next monthly rent or mortgage payment. Once individuals or families regain employment and financial stability, they will repay the grant over time through a fair, income-based repayment plan—ensuring the fund remains strong and sustainable for others in need. We’ll launch fast-track job placement services to connect unemployed Californians to work within weeks, not months.
    • Ending the Bureaucracy: I will work to streamline bureaucratic processes, making it easier for people to access the services they need while holding local governments accountable for ensuring that all housing programs are effective. I will personally meet with every Mayor and County Supervisor to ensure homelessness is ended in the first two years under my leadership.

    Together, we will restore dignity, security, and hope to the Californians who have been left behind.

    Housing: Affordable, Safe, and Sustainable Communities

    The soaring cost of housing is forcing families out of California, hollowing out the middle class and putting unbearable pressure on working people. As governor, I will take bold, balanced action to ensure Californians can afford to live and thrive in their communities by:

    • Cutting Red Tape and Fast-Tracking Housing

    I’ll streamline the permitting process and reform outdated zoning laws to make it easier and faster to build homes. At the same time, we must ensure these homes are built to higher quality standards and provide enough space to meet the needs of families. Multi-family and mixed-income housing should prioritize options like townhomes, triplexes, duplexes, and row homes—housing types that offer more livable space than traditional small apartments. Local governments that take real steps to boost housing supply will receive direct state incentives and infrastructure support.

    • Restoring the American Dream of Home Ownership

    I believe in homeownership as a cornerstone of the American Dream. We'll expand access to starter homes by working with builders to cut regulatory costs, open up land for development, and build family-sized homes that meet the needs of working people—not just high-density units that cater to developers or government planners. These homes should meet the real needs of working families—at a minimum, that means ranch-style houses with at least three bedrooms and two bathrooms, not tiny units that are outgrown quickly.

    • Investing in Clean, Safe, and Beautiful Neighborhoods for All

    Every Californian deserves to live in a clean, safe, and beautiful neighborhood—no matter their zip code. We will invest in public infrastructure, street and sidewalk repair, lighting, parks, and sanitation services in underserved areas to uplift community pride and attract small businesses. Public safety and neighborhood upkeep go hand in hand, and our efforts will ensure that revitalization happens in every community—not just in wealthier enclaves.

    • Turning Temporary Housing into Permanent Solutions

    We’ll move people from shelters and motels into long-term, supportive housing with dignity. My administration will fund and scale up proven programs that pair housing with wraparound services like mental health care, job placement, and addiction treatment. No one should be stuck in temporary housing with no way out.

    • Lowering the Cost of Living at Home

    We will stop unfair utility rate hikes and reject costly energy mandates that hurt working families. Instead, we’ll invest in reliable, all-of-the-above energy solutions—including clean natural gas, advanced nuclear, and responsible renewables—to lower monthly bills. Energy should be affordable, reliable, and abundant—not a luxury driven by government regulation.

    California can—and must—be a place where working and middle-class families can build a life, not just survive. Let’s fix the system and restore the dream of affordable, safe, and sustainable living.

    Public Safety: Law Enforcement, Community Engagement, Crime Reduction & Youth Opportunity

    Public safety is a civil right. You deserve safety, no matter your zip code.

    California’s rising crime rates and inadequate support for law enforcement are holding our state back. We need a Governor who understands that public safety is a cornerstone of prosperity. As Governor, I will:

    • Fully Support Law Enforcement: We will provide our police with the resources, training, and support they need to keep our communities safe. This includes fighting to protect police funding from harmful defunding movements and ensuring that officers have the tools they need to succeed.
    • Community Safety and Crime Reduction: I will push for a balanced approach that strengthens law enforcement while investing in community-based programs that address the root causes of crime—poverty, underfunded schools, and lack of opportunity.
    • Jobs for At-Risk Youth: We will launch a statewide Youth Opportunity Initiative focused on job training, mentorship, apprenticeships, and early employment pathways for at-risk youth. By giving young Californians alternatives to crime, we not only reduce recidivism but build a stronger workforce for our future. Prevention is protection, and every young person deserves a chance at a better life.
    • Ending Sanctuary City Policies: I will work to end sanctuary city policies that prevent law enforcement from cooperating with federal immigration authorities. No one—regardless of immigration status—should be shielded from the law if they’ve committed serious crimes such as rape, child abuse, gang violence, drug trafficking, domestic violence, or murder. Public safety must never be compromised by politics.

    California’s neighborhoods should be places where families feel secure and businesses can thrive. Under my leadership, we will ensure our communities are safe, our youth are empowered, and our streets are filled with opportunity—not despair.

    Making Public Benefits Truly Statewide and Expanding Access to Medi-Cal

    I’m not in Washington. I’m here to fix our broken state healthcare systems—bureaucracy, delay, inaccessibility.

    California is one state, and it’s time we started acting like it when it comes to essential benefits like Medi-Cal and welfare. Right now, if a person moves from one county to another, they are often forced to reapply for services, causing harmful delays in healthcare, housing support, food assistance, and other basic needs. This system creates unnecessary stress, deepens inequality, and punishes the people who can least afford disruption. Under my leadership, California will:

    • End Welfare Benefits for Undocumented Residents: California currently spends $8.4 billion annually on healthcare for undocumented residents. While we support humanitarian efforts, we must prioritize American citizens and legal residents who are struggling to access essential services. By ending state welfare benefits for undocumented individuals, we will free up critical resources that can be redirected to help Californians in need. This will allow us to expand Medi-Cal, reduce asset and income restrictions, and ensure that more low-income Californians—particularly those who are most vulnerable—can access the healthcare and benefits they need. This is about fairness and responsibility, ensuring that those who contribute to our state have the support they deserve.
    • Expand Medi-Cal Coverage and Raise Care Standards for Seniors and People with Disabilities
      Every Californian—no matter their income or insurance status—deserves dignity, safety, and compassionate care. That includes seniors in nursing homes, as well as disabled youth and adults in group homes. Right now, too many facilities that accept Medi-Cal are underfunded, understaffed, and failing to meet basic standards of care. As Governor, I will take action to Expand Medi-Cal reimbursements to cover the real cost of providing quality care in nursing homes and group homes alike, Ensure better staffing ratios and fair pay to attract and retain professional caregivers committed to long-term service—not just short-term jobs, Hold all facilities to strong, enforceable standards of cleanliness, safety, and respect—regardless of ownership or funding source, and End unfunded mandates that require a percentage of Medi-Cal beds without fully covering the cost, shifting the burden to other residents or facilities. Mandates should be funded.
    • Expand Access to Urgent Care for Medi-Cal Recipients: No one should be turned away from care just because of their insurance. I will require urgent care centers across the state to accept Medi-Cal, ensuring that low-income Californians can get fast, reliable care without relying on overcrowded emergency rooms. Access to timely healthcare shouldn’t depend on your ZIP code.
    • Invest in State-Funded Public and Mental Health Ambulance Services: California must confront the growing crisis in emergency response, especially in rural and underserved communities. I will create a statewide, publicly funded ambulance system—including specialized mental health response units—to ensure that every Californian, no matter where they live, has access to timely, life-saving care. Rural residents often live hours away from emergency centers, and the private ambulance system has proven insufficient, both in reach and reliability. By funding these services at the state level, we can alleviate the burden on local governments and families, reduce unnecessary ER visits, and respond more appropriately to mental health crises. This investment will not only save lives but also ease the strain on law enforcement and emergency rooms by directing patients to the right kind of care from the start. It's time for California to treat emergency medical care as the essential public service it is—accessible, responsive, and equitable.
    • A Strong, Smart, and Statewide Safety Net for Caregivers and Providers: In Home Support Service providers and caregivers in home, in nursing homes, and in group homes deserve fair pay for the invaluable care they provide to our most vulnerable residents. These dedicated workers assist those with disabilities, elderly individuals, and others who need long-term care, ensuring they can live with dignity and independence. It’s time to raise their wages to $25 an hour, regardless of the county they work in. They should not be underpaid or undervalued for the crucial work they do every day. If we are serious about taking care of California’s most vulnerable populations, we must start by properly supporting the people who provide that care.
    • Streamline and Modernize the System: I will invest in a modern, statewide digital infrastructure that allows benefits to be accessed, managed, and transferred seamlessly, with strong privacy protections. We will remove bureaucratic hurdles that prevent people from getting the help they need when they need it.

    California’s safety net should be strong, smart, and statewide. When we remove barriers to care and assistance, we create a California that works for everyone—no matter where you live.

    Protecting the Most Vulnerable: Care, Compassion, and Support

    California must care for its most vulnerable residents, including the elderly, veterans, people with disabilities, and survivors of domestic violence. I will:

    • Improve Care for the Elderly and Disabled: I will ensure nursing homes and group homes are held to the highest standards of cleanliness, safety, and dignity. I’ll work to provide better care options and support for caregivers, including family caregivers.
    • Protect Veterans: I will ensure that veterans receive the services, housing, and healthcare they deserve for their service to our country.
    • Support Victims of Domestic Violence: I will work to strengthen support services for survivors of domestic violence, ensuring they have access to housing, mental health services, paid safe time leave, and job training. Furthermore, domestic violence shelters should be clean, beautiful, and safe.
    • Support Mothers and Children: I will advocate for child support enforcement so that mothers and children can thrive. Every child deserves a safe, nurturing environment, and every mother deserves the support to care for her children without the burden of financial stress.
    • Support Foster Youth: I will work to ensure that foster youth (and former foster youth) have the resources and support they need to succeed, including access to education, mental health services, and housing. No child in California should face an uncertain future in the foster care system.

    California is a state that honors and supports its most vulnerable.

    Jobs: Empowering Californians to Thrive

    California’s economy thrives when all workers have access to meaningful, sustainable jobs. I will ensure that every healthy Californian has the opportunity to work in a job that supports them and their family. Under my leadership, California will:

    • Ensure Every Healthy Californian Has a Job: I will work to create an economy that empowers every Californian, ensuring that those who are healthy and able to work have access to meaningful employment opportunities in both high-demand and emerging industries. In today’s job market, even college graduates often remain unemployed for months, while workers laid off through no fault of their own can be left without opportunities for years. Part of the problem is an outdated, inefficient hiring system that serves neither applicants nor employers. We will lead by example at the state level to modernize how we hire—eliminating redundant online applications, limiting interviews to no more than two rounds, and requiring employers to directly verify references rather than creating unnecessary hoops for applicants. Job applications should be streamlined, mobile-friendly, and focused on skills and readiness, not long essays or form-filling exercises.
    • Get Unemployed Californians Back to Work in 90 Days: To reduce long-term unemployment and ease the burden on our unemployment system, I will launch a “Back to Work in 90 Days” initiative in partnership with the private sector. This bold effort will match unemployed Californians with employers through fast-track hiring fairs, short-term training programs, reemployment bonuses, and targeted tax incentives for businesses that hire UI recipients. By connecting people to jobs within three months, we will reduce dependency on unemployment benefits, strengthen our workforce, and rebuild economic dignity. We will also expand partnerships with private employers and educational institutions to connect Californians more quickly to real jobs and reduce long-term unemployment. California can and should be a model for what a fair, fast, and accessible job system looks like.
    • Rewarding Work, Protecting Main Street: A Balanced Minimum Wage Plan: I will fight to raise California’s minimum wage to $25 an hour for Californians age 25 and older to reflect the true cost of living and restore dignity to work. However, we must also protect the small businesses that are the backbone of our communities. That’s why I will ensure exemptions for Main Street shops, local restaurants, family-run farms, and mom-and-pop businesses that cannot afford large corporate-level wage mandates, and mid-sized employers (defined as those with 50–500 employees or $5M–$50M in annual revenue) will receive a responsible 3-year phase-in timeline. This approach balances fair pay for workers while preserving the livelihoods of small business owners and the unique character of our neighborhoods. Big corporations like Amazon and Walmart can afford higher wages. And we’re protecting Main Street, not mandating a one-size-fits-all rule. Hard work should lift people out of poverty, not leave them dependent on government aid. A higher wage for adults isn’t about expanding government—it’s about shrinking it. When people earn enough to support themselves, they don’t need food stamps or housing subsidies. That saves taxpayer money.
    • Ensure No Mandatory In-Office Work: I will support policies that give workers the flexibility to thrive in a hybrid or fully remote work environment. California workers should not be forced to return to in-office work if they can complete all their work from a laptop. The future of work is flexible, and I will lead California toward embracing this shift to improve work-life balance and overall productivity.
    • Support Work from Home: I will champion policies that promote and protect remote work opportunities across sectors, especially for families, parents, those with disabilities, working moms, rural Californians, and family caregivers. Remote work can help reduce commute times, improve work-life balance, better the environment, air quality, and reduce carbon emissions, and support a more sustainable economy for both workers and employers.
    • Paid Safe Time Leave for Domestic Violence Survivors: I will ensure that survivors of domestic violence have access to paid safe time leave so that they can prioritize their safety and well-being without fear of losing their income or job. Survivors should never have to choose between their safety and their livelihood.
    • Flexible Schedules for Essential and On-Site Workers: For working parents, family caregivers, and elderly Californians who serve in essential roles or whose jobs cannot be done from home, I will advocate for flexible work schedules. Everyone deserves the chance to support their families without sacrificing their health or well-being. By encouraging predictable, humane, and family-supportive scheduling, we can create a workforce that is resilient, inclusive, and more productive.

    California is a place where every worker can find dignity, opportunity, and the support they need to thrive.

    A California-First Wildfire Plan That Gets Results

    Wildfires are no longer a seasonal threat — they’re a year-round danger to California’s families, homes, and economy. Under my administration, we will lead with a California-first approach to wildfire prevention, recovery, and resilience. This is about protecting lives without sacrificing our environment, affordability, or jobs.

    Invest in Smart Forest Management and Prevention

    • Expand funding for science-based practices like controlled burns, strategic thinning, and vegetation management.
    • Reduce fuel loads and prevent small fires from becoming catastrophic megafires.
    • Partner with local communities, tribal governments, and landowners to implement responsible, locally tailored forest health strategies.

    Fire Insurance Reform to Protect Homeowners

    • Tackle skyrocketing fire insurance premiums that are forcing families out of their homes.
    • Lead state-level insurance reform to expand affordable coverage options.
    • Increase transparency in risk assessments and bring insurers back to wildfire-prone regions.
    • Modernize building codes and incentivize fire-resistant construction to lower insurance costs.

    Rebuilding with Common Sense and Compassion

    • Prioritize recovery in communities like the Palisades with urgency and empathy.
    • Streamline permitting for families and businesses rebuilding after fire disasters.
    • Push for statewide permit reform to eliminate unnecessary delays while maintaining safety standards.
    • Ensure the government helps people rebuild, not hinder them with red tape.

    A Resilient California, Built for the Future

    • Balance environmental strength with economic security through practical, resilient solutions.
    • Focus on wildfire prevention, swift recovery, and long-term affordability for homeowners.

    Water Security: A 21st Century Water Strategy

    Water is life in California — yet our state is still dependent on water infrastructure built for a population half its current size. From failing pipelines to polluted coastlines, outdated systems are putting our families, farms, and future at risk. As your next governor, I will lead with a bold, modern water strategy that secures California’s water future.

    Fix Broken Water Infrastructure
    We can’t build a stronger California on crumbling pipes. I will prioritize aggressive investment in repairing and upgrading aging water systems across both urban and rural communities. This includes replacing leaky pipelines, upgrading treatment facilities, and expanding stormwater capture systems to stop waste and contamination before it begins.

    Expand Water Recycling and Build Resilient Storage
    To meet growing demand and fight drought, we must treat water as the precious resource it is. I’ll champion expanded water recycling programs statewide and build new reservoirs that allow us to store water during wet years. In coastal regions, we’ll responsibly explore next-generation desalination technologies that provide clean drinking water without harming marine ecosystems.

    Prioritize Farmers and Families First
    Our water policy must reflect our values: people and food security come first. I will ensure clean, affordable water flows to homes, small farms, and disadvantaged communities before it is diverted to inefficient or politically driven environmental projects. We can protect ecosystems and feed our families — but we must start with common sense and fairness.

    Stop Cross-Border Pollution Like the Tijuana Spill Crisis
    The Tijuana River sewage spills are poisoning California beaches, threatening public health, and devastating coastal economies from Imperial Beach to Coronado. As governor, I’ll take federal and binational action to stop this cross-border crisis once and for all. That means holding polluters accountable, working with President Trump and demanding Mexico to contribute to infrastructure fixes, and deploying emergency funds to clean up affected areas. California should never be the dumping ground for anyone’s waste.

    Education: Excellence in Academics and Empowering Parents

    Our education system must prepare young Californians for success in an increasingly global economy. I will prioritize academic excellence, ensuring that California’s students excel in reading, math, writing, science, and critical thinking. Under my leadership, California will:

    Focus on Academic Achievement and Well-Rounded Education:
    We will prioritize core academic subjects to ensure every student builds strong foundational skills in reading, writing, math, and science. At the same time, we will support electives like art, music, and personal finance that enrich students’ learning and prepare them for real-life success. Our commitment is to a merit-based education that equips all students—regardless of background—for academic and personal achievement, free from distractions of political agendas.

    Empower Parents:
    Parents must have the right to be active participants in their children’s education. I will support policies that strengthen parental rights, ensuring that they have a say in the educational decisions affecting their children. This includes the right to opt out of instructional materials or curriculum that conflict with their religious or personal beliefs, while still ensuring access to a high-quality education.

    Expand Access to Quality Education:
    I will work to expand access to high-quality charter schools, vocational training, and other educational alternatives to ensure all children, especially those in low-income areas, have opportunities for success. At the same time, I will prioritize strengthening our traditional public schools, ensuring they are well-resourced, academically rigorous, and responsive to the needs of every student. Every family deserves access to a great education, no matter where they live or what school they attend.

    Universal School Choice for Special Needs Students:
    I will advocate for universal school choice for special needs children, ensuring that every child has access to the educational environment that best meets their unique needs. Parents of special needs children should have the freedom to choose schools that provide specialized services, individualized support, and the resources necessary for their children’s success.

    Expand Support Services for Autism and Special Needs Families:
    I will increase support for children with autism and other special needs by expanding access to essential in-school services, including occupational therapy, speech therapy, and behavioral therapy. This means better resources, earlier interventions, and integrated support systems. Families deserve comprehensive care and strong school-based support networks to help their children succeed—academically, socially, and emotionally.


    Smaller Class Sizes for Better Learning:
    I will prioritize reducing class sizes, especially in early education and core subjects, to give students more individualized attention and support. Smaller classes help teachers focus on each child's needs and improve overall academic outcomes.

    After-School Enrichment and Tutoring Programs:
    I will invest in after-school programs that offer enrichment activities, homework help, and tutoring services. These programs will give students extra opportunities to excel academically, discover new talents, and stay engaged in safe, productive environments.

    Protecting Teacher Authority Without Punitive Discipline:

    Reinforce policies that protect classroom order while keeping students in school. Teachers will have the discretion to remove a persistently disruptive, willfully defiant student from the classroom temporarily, with guaranteed follow-up by mental health professionals.

    State-Funded Mental Health Teams in Every School:
    I will work to ensure that every public school in California has access to at least one licensed mental health counselor, social worker, or school psychologist. By building on the state's existing mental health investments and expanding training pipelines, we can address the growing youth mental health crisis with real, school-based support that reaches every student where they are.


    California’s children deserve a world-class education that prepares them for a bright future. We will invest in academic achievement, restore parent voices, expand access to high-quality options, and ensure that no child’s potential is limited by their ZIP code. Whether working-class neighborhood or upper-class neighborhood, every school will be great no matter the neighborhood.

    Mental Health & Addiction: Healing California

    Californians are facing a mental health crisis that touches every community — from our youth to our veterans, from the homeless to the workplace.

    • Mental Health in Schools: Expand school-based mental health services and require every California public school to have at least one full-time mental health counselor, social worker, or school psychologist on staff.
    • First Responder Mental Health & Suicide Prevention: Prioritize the mental health of California’s firefighters, police officers, and emergency medical personnel by expanding 24/7 peer support networks, funding confidential trauma-informed counseling services, and establishing a statewide mental health resilience training program. Suicide rates among first responders are disproportionately high—studies show that more firefighters and law enforcement officers die by suicide than in the line of duty.
    • Support for Prop 36: As Governor, I will protect and strengthen Proposition 36—the Homelessness, Drug Addiction, and Theft Reduction Act—by ensuring full funding and statewide implementation. Passed with overwhelming support, Prop 36 reclassifies certain repeat drug and theft offenses as “treatment-mandated felonies,” allowing individuals to receive rehabilitation instead of incarceration. However, many counties are struggling to provide the necessary treatment services due to insufficient resources. I will work to expand detox, rehab, and reentry programs to meet the demand and uphold the promise of recovery over incarceration.

    Supporting Farmers, Farmworkers, and Made in California Products

    California's agricultural industry is the backbone of our economy, and it is essential to protect and support the hardworking individuals who make it thrive. I will ensure that California continues to lead in sustainable agriculture and that our state’s workers are treated with dignity and respect. Under my leadership, California will:

Every farmworker deserves respect, safety, and the right to work in environments that protect their health and well-being.
    • Promote Made in California Products: I will champion initiatives that support and promote products made right here in California. By strengthening local industries and ensuring that Californians have access to high-quality, locally-made goods, we can create jobs, boost the economy, and reduce our environmental footprint. I will work to establish California as a leader in sustainable, locally-produced products, from food to textiles to technology. Small businesses will have my full support.
    • Expand Support for Sustainable Farming: I will work to incentivize sustainable farming practices, including organic agriculture and regenerative techniques that protect the land for future generations. California’s farmers should be able to thrive without compromising the health of our environment.

    • Support for Local Artists & Cultural Grants: Encourage community art, music, and theater in underserved areas.
    • “California Spirit” Initiative: Launch a public campaign to restore pride in California’s identity — not just as a place, but a promise. Celebrate our diversity, work ethic, and innovation. At the heart of this campaign is an effort to breathe new life into California’s struggling small towns — many of which have been left behind, their main streets boarded up and forgotten. We will bring together a coalition of local artists, designers, urban planners, and community members to transform neglected town centers into vibrant, welcoming destinations. Through public art installations, mural projects, pop-up markets, and adaptive reuse of vacant buildings, these towns will be reimagined as creative hubs that tell the story of California’s spirit in bold, visual ways. By transforming these towns into artistic and cultural destinations, we aim to attract tourism, stimulate local businesses, and create new opportunities for entrepreneurship. Heritage tourism, food festivals, art walks, and local markets will draw visitors and put money back into the hands of the community.
    • Preserve Historic Districts & Beautify Communities: Incentivize restoration of historic towns and launch a state-funded “Beautify California” program to clean up graffiti, trash, and public spaces.

    Protecting Women and Girls: Safety, Fairness, and Dignity for All

    As a woman raised by a single mother and now running to be California’s first multi-racial conservative woman Governor, I am deeply committed to protecting the rights, dignity, and safety of women and girls in our schools, sports, public spaces, and justice system.

    California must not sacrifice the safety, fairness, or well-being of women and girls in the name of political correctness. At the same time, we must treat every individual — including transgender Californians — with respect and humanity. We can do both.

    1. Protecting Women in Sports

    • Girls’ and women’s sports will be reserved for biological females at the K-12 and collegiate levels.
    • I will fight to protect opportunities, scholarships, and fairness in athletics for women and girls across California.
    • I will encourage the creation of co-ed sports programs where women, men, and transgender athletes have the choice to all compete together. These inclusive spaces will ensure that transgender individuals also have meaningful opportunities to participate in athletics, while maintaining fairness and integrity in women's competitive sports.

    2. Fairness in Dorms, Bathrooms, and Locker Rooms

    • Girls and women have the right to privacy and safety in intimate spaces. I will safeguard sex-based facilities for biological females while also working to expand single-user and third-space options for those who need or request them.
    • New school housing projects will include dedicated options for transgender individuals that respect their dignity without violating the privacy of others.

    3. Parental Rights and Transparency

    • I will ensure schools are transparent with families about housing, restroom, and locker room policies. No co-ed placement should occur without parental and student consent.

    4. Protecting Women in Shelters and Care Facilities

    • I will defend the right of domestic violence shelters and women’s care facilities to maintain single-sex policies that keep survivors safe.

    5. Transgender Individuals in Prisons: Protecting Inmates and Ensuring Common-Sense Policy

    • Biological male inmates — regardless of gender identity — will not be housed with female prisoners if they pose any risk of harm, assault, or intimidation. Women in custody deserve to serve their sentences free from fear.
    • We will invest in separate, secure housing units for transgender inmates to ensure that all individuals are treated with dignity and humanity without compromising the safety of others.

    We can uphold compassion and respect for all Californians — including transgender individuals — without compromising the safety, rights, and privacy of women and girls. This is not about exclusion. It’s about boundaries, safety, and building systems that work for everyone.

    A Smart, Safe, and Compassionate Approach to Undocumented Migrants in California

    California deserves a responsible, commonsense approach to undocumented migrants—one that puts public safety first, upholds the rule of law, and protects taxpayers, while still reflecting our state’s values of hard work, fairness, and personal responsibility.

    • Taxpayer Protections and Employer Responsibility:
      Undocumented individuals will not be eligible for state welfare benefits. Those who employed them should be responsible for the cost of any state government services provided to their undocumented workers. This approach protects taxpayers and holds employers accountable for following the law.
    • Workforce Stability Through Legal Work Programs:
      I will advocate for the expansion of lawful guest worker programs, particularly in industries like agriculture and construction where labor shortages are real and persistent. This ensures our economy remains strong while jobs for American workers are protected.
    • Restoring Order, Respecting Law, and Securing Opportunity:
      Our enforcement efforts will focus on undocumented individuals convicted of violent or serious crimes. I also support working with President Trump to create a legal process for undocumented individuals who have lived here peacefully, paid taxes, and contributed to our economy, such as the undocumented individuals who have worked on farms. This isn’t about open borders or mass deportation. It’s about restoring order, enforcing the law, and ensuring that those who want to work hard and play by the rules can contribute legally—without burdening California taxpayers or compromising public safety.

    I am committed to bringing responsible, commonsense solutions to the challenges we face—solutions that respect the law, strengthen our economy, and reflect the best of California’s values.

    Protecting Election Integrity While Ensuring Access for All Californians

    As your next governor, I believe we can uphold the integrity of our elections while also ensuring that every eligible Californian has fair access to the ballot box. While some in the Democratic Party have expressed concern that voter ID requirements may disproportionately impact lower-income and marginalized communities, I believe we can find a balanced path forward.

    That’s why my administration will implement a voter ID policy that is both secure and accessible. We will work to make obtaining voter ID free and straightforward for all Californians, regardless of background or income. Acceptable forms of identification will include:

    • A California driver’s license or state-issued ID,

    • A valid U.S. passport accompanied by a recent utility bill, deed, mortgage statement, or rental agreement,

    • A student ID issued by a California college, university, or accredited institution accompanied by a U.S. Birth Certificate.

    By broadening the list of acceptable IDs and removing barriers to access, we can protect the integrity of our democratic process while making sure every eligible voter has the opportunity to be heard.

    Rebuild California: Roads, Bridges, and Critical Infrastructure

    California once led the nation in innovation and infrastructure, but today our roads are crumbling, bridges are aging, and even our fire stations and emergency service buildings are falling apart. I will launch a statewide initiative to modernize and maintain California’s core infrastructure — not just in our big cities, but across every rural, coastal, and mountain community.

    We will prioritize:

    • Fixing Roads and Freeways: From pothole-ridden neighborhood streets to congested highways, I will ensure road repairs and upgrades are fully funded, fast-tracked, and held to the highest safety and durability standards. Taxpayer dollars should go to real results — not bureaucratic delays or endless studies.
    • Reinforcing and Rebuilding Bridges: California has over 1,500 structurally deficient bridges. I will push for a full audit and rapid repair or replacement program, focused on safety, earthquake resilience, and long-term strength.
    • Modernizing Fire Stations and Emergency Services: Our first responders deserve better. Too many firehouses and emergency buildings are outdated, unsafe, or even hazardous. I will invest in the rebuilding and modernization of these facilities — so our heroes have the tools and environments they need to protect us.
    • Accountability and Local Oversight: Infrastructure dollars must be spent wisely. I will implement strict oversight, demand transparency in spending, and empower local communities to track and report progress in real time. No more broken promises.

    California’s infrastructure should reflect the strength of its people — resilient, efficient, and built to last. Under my leadership, we’ll pave the way for a stronger, safer, and more reliable Golden State.
